Treat Antigravity access, quota, budget, and overage as separate controls. Google documents AI developer tools for eligible Gemini Enterprise editions linked to an invoiced Cloud Billing account. Standard quota can be pooled, overages are an explicit configuration, and project-level budget or spend-cap behavior must be verified in the live Billing console.
Do not assume a budget is a universal hard stop. Record whether each control alerts, caps, delays, or bills excess usage and who owns the response.

Model retries, long contexts, unattended CLI work, parallel agents, browser actions, and MCP tools can change consumption. Pilot with one team, a lower cap than the account maximum, and alerts that reach an on-call owner before service interruption or unexpected billing.
Test the boundaries
Verify just-below and at-quota behavior, an overage-disabled project, a low spend cap, delayed metrics, repeated failed work, user removal, project reassignment, and emergency shutdown. Reconcile console metrics with actual work; token or call counts do not prove accepted code or business value.
