The localization industry is in the middle of a structural shift that is difficult to overstate. For roughly three decades, Computer-Assisted Translation tools — CAT tools — have been the backbone of professional translation. They organized terminology, stored previous translations in databases called translation memories, and gave human translators the scaffolding they needed to work consistently across large projects. Products like SDL Trados Studio, memoQ, Memsource (now Phrase), and Wordfast became as essential to professional translators as Photoshop became to graphic designers. You simply could not do the job without them.

That dominance is now being challenged, not by another CAT tool, but by a fundamentally different approach to translation. DeepL, the Cologne-based company founded in 2017 by Jaroslaw Kutylowski, has built a neural machine translation engine that has steadily earned a reputation for producing translations that read less like machine output and more like the work of a competent human translator. What started as a web-based translation service has expanded into an enterprise platform with a professional API, direct integrations with CAT environments, and — as of late 2025 — an AI agent capable of autonomously operating office applications.

The question facing localization managers today is no longer whether machine translation is good enough to use. It is whether the traditional CAT-centric workflow still makes sense as the default, or whether DeepL-driven workflows should become the new starting point.

What Are CAT Tools and Why They Dominated

To understand the current shift, you need to understand what CAT tools actually do and why they became indispensable.

A Computer-Assisted Translation tool is not a machine translator. It is a workbench. At its core, a CAT tool segments source text into individual sentences or phrases, presents them side by side with an empty target field, and lets the translator work through the document segment by segment. The critical innovation was the translation memory (TM) — a database that stores every completed translation pair. When the translator encounters a sentence similar to one already translated, the TM surfaces the previous translation as a suggestion, which the translator can accept, modify, or ignore.

This approach solved real problems. Large localization projects — software interfaces, legal contracts, technical manuals — contain enormous amounts of repetitive text. A 200-page user manual for a software product might share 40 to 60 percent of its content with the previous version. Without a TM, translators would re-translate identical or near-identical sentences from scratch every time. With a TM, those segments are pre-filled automatically, and the translator focuses only on what has actually changed.

SDL Trados Studio, first released in the early 1990s and now owned by RWS, became the industry standard. It introduced the .tmx format for exchangeable translation memories and the .sdlxliff format for bilingual files. memoQ, developed by the Hungarian company Kilgray (now memoQ Ltd.), offered a more modern interface and server-based collaboration features that appealed to translation agencies managing dozens of translators working on the same project simultaneously. Other tools — Wordfast, Across, MateCat — carved out niches of their own.

The economics were straightforward. Clients paid translators per word, and repeated segments (called “fuzzy matches” when partially similar, or “100% matches” and “exact matches” when identical) were billed at reduced rates. A translator working with a mature TM could process significantly more words per day than one working without, and clients paid less for repeated content. Everyone benefited.

Terminology databases (termbases) added another layer of consistency. If a company decided that “Einstellungen” should always be translated as “Settings” rather than “Preferences” or “Options,” the termbase enforced that decision across every translator and every project.

This system worked well for decades. It still works well for certain use cases. But it was built on an assumption that is no longer universally true: that the primary unit of productivity in translation is the human translator working segment by segment.

The Rise of Neural Machine Translation

Machine translation existed long before neural networks entered the picture. Rule-based systems in the 1980s and statistical machine translation (SMT) in the 2000s both produced output that was, charitably, rough. Google Translate launched in 2006 using SMT and became a cultural shorthand for bad translation. Professional translators viewed machine translation with a mixture of contempt and anxiety — contempt because the output quality was poor, anxiety because they sensed the technology would eventually improve.

It did. The turning point came in 2016 and 2017, when Google, Microsoft, and others began deploying neural machine translation (NMT) systems based on deep learning architectures, particularly the Transformer model introduced by Vaswani et al. in 2017. NMT systems do not translate word by word or phrase by phrase. They process entire sentences as vectors in high-dimensional space, capturing relationships between words that statistical models missed. The result was a dramatic improvement in fluency and, in many language pairs, accuracy.

DeepL entered this landscape in August 2017, launching DeepL Translator as a free web service. The company’s origins trace back to Linguee, a bilingual concordance search engine that Kutylowski had built earlier. Linguee had amassed a vast corpus of professionally translated text — billions of sentence pairs scraped from multilingual websites, legal documents, and EU publications. This corpus became the training data for DeepL’s neural models, and the quality advantage was immediately noticeable. Independent blind tests consistently ranked DeepL above Google Translate and Microsoft Translator for European language pairs, particularly German-English, French-English, and Spanish-English.

By 2024, DeepL had grown to serve over 200,000 business customers and was valued at approximately $2 billion. The company had expanded its language coverage, launched DeepL Pro with API access for developers and enterprises, introduced DeepL Write for monolingual text improvement, and begun positioning itself not just as a translation engine but as a comprehensive language AI platform.

DeepL’s Integration with CAT Workflows

The most consequential development for localization teams was not DeepL’s standalone quality — it was DeepL’s decision to integrate directly with existing CAT tool workflows rather than attempt to replace them entirely.

Since March 2018, DeepL Pro has offered plugins and integrations for the major CAT environments. The SDL Trados Studio plugin, in particular, was a watershed moment. It allowed translators to use DeepL as a machine translation provider directly within the Trados interface, alongside their existing translation memories and termbases. When a translator opens a segment, the CAT tool first checks the TM for matches. If it finds a 100% or fuzzy match, that takes priority. If no TM match exists, DeepL pre-translates the segment, and the translator reviews and edits the machine output rather than translating from scratch.

This hybrid workflow — often called Machine Translation Post-Editing (MTPE) — is not new as a concept. But the quality of earlier MT engines made post-editing laborious. Translators frequently reported that correcting bad machine translation took longer than translating from scratch. With DeepL, the calculus changed. The raw output was often 80 to 90 percent usable, requiring only minor adjustments for style, terminology consistency, and domain-specific accuracy.

The DeepL API (available through DeepL Pro subscriptions) also enabled automation at scale. Localization engineers could set up pipelines where entire document batches were pre-translated through DeepL before being loaded into the CAT environment. Translators received projects with every segment already filled in — not from translation memory, but from neural machine translation. Their job shifted from creation to quality assurance.

Additionally, DeepL’s glossary feature — which allows users to define how specific terms should always be translated — addressed one of the traditional advantages of CAT tool termbases. A company could upload a glossary to DeepL ensuring that product names, UI strings, and brand-specific terminology were handled correctly in the initial machine translation pass, reducing the post-editing burden further.

In November 2025, DeepL announced DeepL Agent, an AI system capable of autonomously operating office applications to complete translation and localization tasks. While still in its early stages, the agent represents a vision where the boundary between translation tool and translation workflow disappears entirely — the AI does not just translate text, it navigates the applications where that text lives.

Quality: Machine Translation + Human Post-Editing Workflow

The MTPE workflow deserves detailed examination because it represents the practical middle ground where most localization teams are landing today.

In a traditional workflow, a translator reads the source segment, formulates the translation mentally, and types it out. With MTPE, the translator reads the source segment, reads DeepL’s proposed translation, evaluates it for accuracy and fluency, and makes corrections as needed. The cognitive task is different. Traditional translation is generative — you produce language from understanding. Post-editing is evaluative — you assess and refine language that already exists.

Research in translation studies has consistently shown that MTPE increases throughput. A translator who produces 2,000 to 2,500 words per day in traditional mode can often process 4,000 to 6,000 words per day in post-editing mode, depending on the language pair, domain, and MT quality. The gains are most pronounced for technical, legal, and financial content where the language is relatively formulaic. They are less dramatic for marketing copy, literary text, or content that requires significant creative adaptation (often called transcreation).

Quality outcomes depend heavily on the post-editing guidelines. “Light post-editing” aims for comprehensible, accurate output without insisting on stylistic perfection — suitable for internal communications or knowledge base articles. “Full post-editing” targets publication-quality output indistinguishable from human translation — required for marketing materials, legal documents, and user-facing product content.

DeepL’s output quality has made full post-editing viable in a way that earlier MT engines could not support. When the raw machine translation is already fluent and largely accurate, full post-editing becomes a refinement exercise rather than a rescue operation. This distinction is critical for adoption. Translators who tried post-editing with earlier MT systems and found it frustrating are often surprised by how different the experience is with DeepL.

That said, quality is not uniform across all language pairs and domains. DeepL’s strongest performance has historically been in European language pairs. For languages with fundamentally different syntactic structures — Japanese, Korean, Arabic, Thai — the gap between machine output and publication quality remains wider, and the post-editing effort is correspondingly greater. Localization teams working primarily in these languages may find the efficiency gains less compelling.

Cost and Efficiency Impact

The financial case for DeepL-augmented workflows is straightforward but carries nuances that localization managers need to understand.

Direct translation costs typically decrease by 30 to 50 percent when shifting from traditional translation to MTPE, according to industry analyses. This comes from two sources: increased translator throughput (more words processed per hour) and reduced per-word rates (MTPE rates are typically 40 to 60 percent of full translation rates, reflecting the reduced cognitive effort).

DeepL Pro pricing operates on a subscription model with usage-based API charges. For enterprise clients, the API costs are typically a small fraction of overall localization spend. A company spending $500,000 annually on translation might pay $10,000 to $30,000 for DeepL API access — a trivial addition if it reduces translation costs by even 20 percent.

However, the real savings often come from speed rather than per-word cost reduction. In software localization, time-to-market is frequently the binding constraint. A product launch delayed by two weeks because translations are not ready has costs that dwarf the translation budget itself. DeepL-powered workflows can compress translation timelines dramatically. Pre-translating an entire product interface through the API takes minutes. Human post-editing of the same content might take days rather than weeks. For companies releasing monthly or even weekly software updates, this acceleration is transformative.

There are hidden costs to consider as well. Transitioning to MTPE workflows requires training translators in post-editing techniques, which are genuinely different from translation skills. It requires updating quality assurance processes to account for the different error patterns that machine translation introduces (MT errors tend to be fluent but subtly wrong, whereas human translation errors tend to be obvious but easily caught). And it requires localization engineers to build and maintain the API integrations, glossaries, and automation pipelines that make the workflow efficient.

When Traditional CAT Tools Still Win

Intellectual honesty requires acknowledging the scenarios where traditional CAT-centric workflows remain superior.

Mature translation memories with high leverage. If a company has been localizing products for 15 years and has built a TM with millions of translation units, the TM leverage on new projects may exceed 70 or 80 percent. In these cases, the marginal benefit of adding DeepL for the remaining new segments is real but modest. The TM is already doing most of the heavy lifting.

Highly regulated industries. In pharmaceutical, medical device, and aerospace localization, every translated segment may need to be traceable to a specific human translator who takes legal responsibility for its accuracy. MTPE workflows complicate this traceability. Regulatory frameworks in some jurisdictions have not yet adapted to accommodate machine-translated content, even with human post-editing.

Creative and brand-sensitive content. Marketing taglines, advertising copy, and brand communications require cultural adaptation that goes far beyond linguistic accuracy. A machine translator — even an excellent one — does not understand brand voice, cultural humor, or the emotional resonance of word choices in a target market. These tasks remain firmly in the domain of human translators and transcreation specialists.

Languages with limited NMT quality. For under-resourced language pairs where DeepL (or any NMT engine) does not perform well, the post-editing effort may negate or even reverse the efficiency gains. Translators forced to post-edit poor machine output are slower and more frustrated than those translating from scratch.

Complex formatting and embedded content. CAT tools have decades of engineering invested in handling complex file formats — InDesign files with embedded graphics, software resource files with placeholder variables, XML with nested tags. DeepL’s handling of tagged content has improved but does not always match the format-awareness of mature CAT tool parsers.

Conclusion

The localization industry is not witnessing the death of CAT tools. It is witnessing the death of the assumption that translation must begin with a blank target segment. DeepL has demonstrated that neural machine translation, when integrated thoughtfully into existing CAT workflows through professional API access and native plugins, can fundamentally alter the economics and speed of localization without sacrificing quality — provided human expertise remains in the loop.

The winning formula for most localization teams today is not “DeepL instead of Trados” but “DeepL inside Trados.” Translation memories still provide value for leveraging previously approved translations. Termbases still enforce terminological consistency. Project management features in CAT tools still coordinate multi-translator workflows. But the starting point for new, untranslated content has shifted from a blank segment to a machine-generated draft that a human translator refines.

For localization managers evaluating their toolchain, the practical recommendation is clear: maintain your CAT infrastructure, invest in DeepL Pro API integration, train your translators in post-editing methodology, and measure the results. The data, across industry after industry, shows that hybrid workflows outperform pure-human and pure-machine approaches on every dimension that matters — cost, speed, and quality.

The trajectory suggests that this hybrid state is itself transitional. DeepL Agent, announced in November 2025, hints at a future where the AI does not just translate text within a tool but autonomously navigates the entire localization workflow. Whether that future arrives in two years or ten, the localization teams that will adapt most smoothly are the ones building DeepL into their workflows today.
